Need to Know: Paul Miller’s Law Gets Tougher in 2026

If you drive in Pennsylvania, you may know about Paul Miller’s Law, which went into effect on June 5, 2025. Currently, drivers who get pulled over just get written up with a warning. But once the law is fully implemented — on June 5, 2026 — there will be additional penalties.

Police in Harrisburg can already pull you over just for holding a cellphone at a red light, even if you’re completely stopped, but as of June 5, 2026, all of the penalties under the law will become fully enforceable.

This means, as of June 5, 2026:

  • If you are pulled over the ticket is $50, whether you are using the phone or just holding it.
  • If your distracted driving causes a fatal crash, you could face an additional five years in prison, on top of existing vehicle homicide sentences.

Bottom line: Put your phone down every time you drive in Harrisburg, Dauphin County, or anywhere in Pennsylvania.

Winter Driving Requirements You Must Follow

Many drivers don’t realize that Pennsylvania law requires all snow and ice to be removed from your vehicle within 24 hours of a storm.

This means clearing snow away from:

  • The Roof of Your Vehicle: All snow and ice must be removed from the hood, roof, windows, and lights.
  • Tractor Trailers: Commercial drivers must also clear the entire trailer roof.
  • Pickup Truck Beds: In addition to clearing snow from the roof and the rest of your vehicle, don’t forget to remove snow from the back of your truck as well.

Why? Flying ice and snow are dangerous. A chunk of ice can shatter a windshield or trigger a multi-car pileup on Dauphin County highways. Taking a few extra minutes protects everyone.
