No. The statute only has an automatic exception if the driver who causes the accident is operating a vehicle "registered" in another state. 75 Pa. C.S.A. 1705 (d)(1)(ii).  Since this driver was only a resident of Maryland and the vehicle was registered in Pennsylvania then limited tort would still apply, unless there is another exception.
